FCTC Protocol Coming into Force

SICPA congratulates the WHO and the 47 states party on the coming into force on 25 September 2018 of the Framework Convention on Tobacco Control (FCTC) Protocol to Eliminate Illicit Trade in Tobacco Products.

The fruit of many years of complex negotiation and debate, this landmark treaty sets out comprehensive provisions to tackle illicit trade in tobacco products, which is estimated to cost at least USD31 billion every year in lost tax revenues.
The Protocol notably requires states to implement track and trace systems as a tool to secure tobacco supply chains and combat fraud. It requires such systems to be under government control and not delegated to, or performed by, the tobacco industry.
